A native of Pennsylvania, Mr. Barton has been a Florida resident since 1961. He graduated from Florida State University with a B.S. in Finance, Insurance, and Real Estate and graduated with an M.B.A. from the University of Florida. After working in banking in Palm Beach County and Indian River County, he began service in the office of the Clerk of the Circuit Court as the Finance Director in April of 1978.

Subsequently, Mr. Barton served as the Director of the Office of Management and Budget for Indian River County and as the Assistant Director of Utility Services prior to running for Clerk of Circuit Court.

Mr. Barton has been an active participant in his community since his move to this area. He served as a Councilman for the City of Vero Beach for 4 years, was a member of the Treasure Coast Regional Planning Council and served as a Florida League of Cities Self-Insurance Trustee. He has participated in the United Way Allocation committee and has been the Chairman and Board member of the Association for Retarded Citizens.

After serving six years as treasurer of the Service Corporation of the Florida Association of Court Clerks, he was elected president in 2002.
